[mira_announce] New script in third party package: sff_extract

Dear all,
no new version of MIRA, but a very interesting new script: "sff_extract"
written by Jose Blanca (University of Valencia).
sff_extract extracts the reads, qualities and clipping information from SFF
files) generated by the Roche/454 sequencing platforms) and stores them into
fasta, fasta quality and xml files.
With this script, there's no more need to sign NDAs with Roche to get access
to their software, which would otherwise be needed to get your sequences out
of the SFFs into a "more readable" format.

but I am thankful to Jose for giving permission to distribute the script in
the MIRA 3rd party package.
