[mira_announce] MIRA 2.9.46x1 (changes to build process)

Dear all,

I've made a few changes to the build process where I hope that this fixes 
issues on some platforms where MIRA did not compile or link previously.

Problems almost certainly fixed:
- flex not asked for during ./configure
- libstdc++ not checked during ./configure
- linking problems on some platforms (perhaps including, crossing fingers
  there, OSX)

Those who were unsuccessful in trying to build 2.9.46 can try this package, 
all the others don't need to download as nothing else changed.
