MARS EXERCISE
SUBJECT: AFTER ACTION REPORT BAD MAGIC JULY 2009
1. STATION: AAR3BK MD
2. OPERATOR(S): N/A
3. LOCATION: AAR3DL YARD
4. EMERGENCY POWER USED: Y (GENERATOR)
5. BRIEF DESCRIPTION OF OPERATION: OPERATED AS PART OF
AAN3NII (DEPLOYED STATION) AND AAN3NIH (WL2K ACCESS
STATION) FROM AAR3DL'S TRAILER.
6. HOW AND WHEN NOTIFIED OF EMERGENCY: ALERT NOTIFICATION
FROM AAR3RE 26 JUL 2009. DID RECEIVE TELEPHONED ALERT FROM AAR3YD.
7. WEATHER DURING OPERATION: WARM AND HUMID
8. RADIO PROPAGATION CONDITIONS: FRIDAY/KCI POOR-GOOD/KCO GOOD
SATURDAY/KCI EXCELLENT
9. NUMBER OF MESSAGES PROCESSED: 5
10: NUMBER OF MESSAGES ORIGINATED 0 (ORIGINATED ONE "CUSTOMER
IC-213 FORMAT" MESSAGE)
11. PROBLEMS OR ISSUES ENCOUNTERED:
A. SEVERAL EQUIPMENT INITIALIZATION PROBLEMS (PCs, RADIOS,
INTERFACE DEVICES). ONE LAPTOP FAILED.
B. HF ANTENNAS COULD HAVE HAD HIGHER ATTACHMENT POINTS FOR SEPERATION OF HF
OPERATIONS.
C. CLAIRITY OF DEPLOYMENT OPERATION COULD HAVE BEEN MORE DEFINED FOR
FLEXABILITY BETWEEN
ALL OPERATIONS CONCERNED.
D. BASE LINE COMMUNICATIONS NEEDS TO BE IMPLEMENTED...MARYLAND HAS THE
RESOURCE OF OUR VHF NODES
BEING CLOSE TOGETHER FOR PACKET OPERATION AND VOICE. EVERY OPERATION I HAVE
SEEN HAS BEEN THE SAME, THE LOCAL DIGTIAL NODES HAVE

NOT BEEN USED TO THERE FULLEST...EXCEPT FOR THE NEW WINLINK. IT SEEMS THAT
EVERYONE WANTS TO USE THE NEW EMAIL BASED PROGRAMS.

PACKET & PACTOR SHOULD BE USED MORE AS A STANDARD FOR MSG TRAFFIC, IF
PROPAGATION IS GOOD. BOTH THESE MODES ARE ALL READY IN

USE... ITS FOOLISH TO ABANDON PACTOR AND PACKET FOR A MODE LIKE CONTESSA
WHICH WAS ONE OF THE BASE MODES IN THIS EXCERSIZE. THIS

STATEMENT IS STRONG IN POINT BECAUSE THE SYSTEM IS ALLREADY IN PLACE. WHAT
IS THE OBJECTIVE...IS WHAT SHOULD BE ASKED. IS OUR

GOAL EMERGENCY COMMUNICATIONS OR SOMETHING ELSE ALL TOGETHER.
E. FOR THOSE OF US, IN PAST EVENTS OF BEING IN EMERGENCY SITUATIONS
UNDERSTAND THAT OPERATION IN THIS ENVIROMENT REQUIRES A

BATTLE-PLAN OF TRAINING FOR COMMUNICATION TO FLOW. A FEW PIECES OF TRAFFIC
IS ONE THING BUT MIX UP A LOT OF VOICE TRAFFIC WITH

DIGTIAL TRAFFIC AT A CRASH SITE...IS ANOTHER EVENT ALL TOGETHER. OUR NIH
COMPLEMENT IS GREAT LETS USE THOSE THINGS THAT ARE

BULLET PROOF FIRST AND THEN PROCEDE TO MORE COMPLICATED METHODS TO ENHANCE
OUR THREW PUT AND TEMPER OUR METAL.

12. WHAT WORKED WELL:
A. IT WAS GREAT TO SEE OUR NIH COMUNICATION COMPLEMENT ALMOST COMPLETE AND
IN USE, ALONG WITH DAVE'S TRAILER (AAR3DL).
B. THE ABILITY TO GATHER AS A TEAM, MARS MEMBERS WORKING TOGETHER WAS GREAT
STUFF.
C. GOOD TRAINING IN WHAT WORKS AND A STRONG BASE LINE IN POSITIVE SENDING OF
MSG TRAFFIC WAS A GREAT GOAL.
D. POSITIVE INPUT ON WHAT WORKED AND WHAT WAS NEEDED GAVE US POWERFUL
INSIGHT.
E. EMERGENCY POWER WORKED WELL FOR ALL OUR NEEDS.
