[macvoiceover] why does this happen with the mac?

Hi all, I wanted to see if I could use the up and down arrows to get to
one of my folders I have on the finder, and when I did, voice over said
busy, so why can't we use the up and down arrows right after the mac
boots up, and voice over starts, but we can tab if we want, this is
more of a curious question than anything else, but I did note that
after voice over said busy, and then announced my folder I wanted, then
I was able to use the up and down arrows to get to my folder, but just
want to know why we initially can't use our up and down arrows to get
to a particular folder on the finder that we might want?
