I'm not sure if it's the Mac operating system, or the video hardware in the Mini itself, but if you don't have a monitor connected to the Mini (or don't fool it into thinking that) your system will behave oddly. It expects to find a monitor there, and finds none. It runs a bit slower, often will not play video, and generally exhibits odd behaviors. I suspect it to be the Mac operating system waiting for communications from a monitor that is not connected, and trying repeatedly to establish a connection to it. Naturally, this doesn't effect machines like the iMac or any laptops, as they already have a screen integrated. The adapter in question is the DVI to s-video/composite video. This has enough circuitry in it to make the mini believe there is a monitor connected, as it's not practical to assume the receiving s-video or composite device will be able to send the proper communication signals. So, this adapter sends the proper signals, even if a screen is not connected to it.

The monitor adaptor for your mac mini came with the mac mini, so you should already have one; by this I mean the adaptor that allows you to use a monitor with your mac mini. Rhis is the dvi to vga monitor. The adaptor I got that you are probably referring to is not a monitor mac mini so to tpeak though I can understand why you would call it that; it is an adaptor that will make your mac mini think you have a monitor though that isn't really its purpose. This is a dvi to video adaptor and the part number when I ordered it was m9267/a.
