Thanks for the help. I've looked there but for some reason I can't find that
checkbox. I know it should be there. Any ideas?

Hello,
You need to go to system prefs and then to accounts. Unlock accounts and
make sure to check the box for having VO start at login.

now when I boot the machine it gets to the log in screen and there is no
speech until I press command-f5. I think I remember that there is a setting
that I should change to have voiceover speak at the login screen but I can't
