[macvoiceover] system speech muting VO speech

I've got the system clock announcing hours and half-hours, and sometimes, if
system speech (Victoria) interrupts VO speech (Fred), Fred gets muted.
Restarting VO seems, after a few attempts, to fix the problem. However, is
there a way to un-mute VO, turn up the volume, or whatever? Hour many VO
command left or right arrows do I have to go to get to the right slider, or
what do I have to do?
