Yes, voice over is fully documented. Safari is not the only user
agent that is supported but it is best supported. I use several
banking sites but not the two you mention. I suggest you try before
you buy. I won't say you will never need sighted assistance but
certainly in my experience, it is the least difficult system in that
regard. The hardware is not that much different than other pcs in
form factor at least.
