:), I am surprised you say this.
I have changed this when I work with my 80-cells handytech and it works;
However, this should not be possible for a final release of voiceover not to have the feature to save changes. In the windows world , you will have this problem whit shareware ersions where you have to pay for.

I have still some frustrations about voiceover.
I have done a import of braille settings and it works well until I
restart voiceover.
I think , I have to save this settings somewhere so that they are
default for every voiceover session with the same brailledisplay:
handytech bs40.

Where can I do this?
