[macvoiceover] recording software revisited

Hi there.
I know that a while back, there was a program discussed which can record
multi-track like garage band, but I can't seem to find what the name of it
was. Can anyone help me? And, does it have available sounds and samples
like Garage Band does? Along those lines, does anyone know whether the new
version of OSX will have more accessibility to Garage Band via VoiceOver?
And finally, any updates on that ProTools petition we all signed?
