it gives you a dialog. if you decline, you cannot use mail.

not sure what your question is. if you do an install in any way you
do it, leopard is leopard and you get all of it although some of it
may act differently if you upgrade as has been pointed out. If you
upgrade and want to use mail, you have to go through the mail
upgrade process.
