[macvoiceover] final: fixing vo problems when vo-f5 does not work:

Hi All;
I meant to post this a while ago and thought it might be of interest to those who have the issue where vo starts becoming less talkative such as when cycling through windows or opening apps and web pages. don't press command-f5 because you cannot restart vo once you've turned it off with command-f5. Instead, go to universal access either through the status menu if you have it displayed there or through system preferences and find the vo on and off buttons. just arrow not vo arrow down from on to turn it off and then streight back up to turn it on and things will go back to normal. Once turned off, command-f5 can be used instead of up arrow. This is handy if you are using vo to navigate the dialog. This way gets you feedback for the process. it can be done without feedback but is hit and miss.
