stopping is the same thing as pausing. Safari knows that the file at the point where you stop it before completing is not complete so when you resume it will continue downloading the file at the point of stopping it. You hit enter on the next item you want to download. if you don't see the downloads window again after starting the next download, go back to the downloads window with window chooser or cmd-accent. You have to interact with each group to find the info on the download you are checking on. But in the window there is a place that tells you how many downloads are in process.
