I get a create new mailbox dialog. It asks me for two things one
is the name and the other is a POP Up button that says on my Mac. I
create the name and try to select a option in the on my Mac button
and that is the only option there. It appears under trash.

The only other reason you might not be seeing correct selection
behavior when looking through the mailbox menu I can think of is
if your cursors are not synchronized. go to vo utility,
navigation, make sure all the cursor boxes are checked.
