if you reboot, you can restart it even if it is turned off in universal access. my message specifically outlines the situation when it is necessary to use the method described. like you said, sometimes, you cannot restart vo and that is the situation described in my message and the method for fixing it. once you have done this, vo acts normally again.

While the method you mention works, my understanding (which could be incorrect) is that this could be dangerrous because if you turn it off in Universal access and then fail to get it turned back on, then it won't start up again, even if you reboot, unless you get into Universal Access.
