Sorry, yes I am talking aobut typing echo.
You can set it in the VO Utility, or you can use VO-shift-v and arrow to typing echo and fix it to character echo.

You need tpo make sure character echo is on in VoiceOver, for
starters.  You need to play around with terminal VT emulation
settings, too.  I think it varies from computer to computer which
works best.
The cursor needs to be set to block and ... I think blinking. You can 
check that by hitting command-comma from within terminal and you are
put into a preferences window, just like any any other app.
