When I am reading a web page in Safari, or a document in Preview and move to another document VO does not remember where I was on that page but begins at the beginning of the page.

What method are you using to read the pdf file?
Are you using single page, single page continuous, double pages, or some other method?
Do you interact with the content, or just perform a read all?
If you want vo to remember where you were, you need to interact with the pdf view area first. Then when you switch away, and come back, if you interact again, you'll be right back where you were. But, if you read the content first before interacting, then indeed, you'll wind up back at the start of the document. For extremely long documents, I find it's best to use single page continuous, then as you scroll with the vo cursor, the page changes in the viewer, and then when you switch away and come back, the most you'll have to reread again is the whole page you were already on. With safari, reading long documents gives me no trouble at all, vo always remembers where I was (but I use group mode, and I've found that dom mode doesn't always do this) Of course, sometimes, it's one or two groups away from where I actually was, but it's trivial to move one or two groups further along, and be where I was relatively quickly.
