[macvoiceover] VoiceOver and no speech

Hi,
I have somehow got myself into a situation where VoiceOver is active, but I
have no speech. If I turn VO on with Command+F5, I get the announcement
"VoiceOver on, speech off" then all reverts to silence. I can't seem to
find any keyboard commands to rectify this situation - can anybody help,
please?
