Hi
Though the Voiceover manual outlines using the Voiceover keys to
navigate menus, documents, and other edit fields, this is not
necessary. You can navigate most places with the standard movement
keys you're already accustomed to, tab and the arrow keys work very
similar in OS X to how they work in Windows. You use the Voiceover
cursor to get to parts of programs that you can't get to with standard
navigation keys, and to read areas such as web content that do not
have native keyboard access. Just as in Windows, tabbing to every
control is not supported in all or even most programs.
