[macvoiceover] Speeding up the time announcement voice?

The voice that announces time and date seems to be independent of the VoiceOver 
voice and its controls. So how does one adjust it? It's rather slow, and 
doesn't feel like a quick time check. Also, can the date announcement be 
eliminated? Most of the time I remember what date it is.
