When I got to a certain point, VoiceOver kept announcing "Busy" until I actually had to quit the application. But, before that, it stopped saying anything. I was unable to get feedback when I did command-tab, even. Nothing happened until I hit escape in Safari. It was a bit weird.

Now, this message your are hearing is not a welcome message. it is telling you that your finder window has been reconfigured to accomodate some change that was made. if you are touchin the trackpad or breathing on it, this might happen.
