[macvoiceover] Power outage

HI all,
I had a power outage when I was not here. My UPS shut down my Mac as it should. The problem that I had is when I restarted my Mac Voice over did not come up. A push of cmd F5 did not bring back Voice Over. I had to get sighted help to go to system preferences then universal access. There I had my sighted help turn on Voice Over. Is there a way to turn on Voice Over with out sighted help after a power outage?
