Yes.
The double click won't work unless you first make sure your mouse is lined
up with the item you are trying to click.
Do vokeys-f3 to see where you voiceover cursor is; it should be on the
item you wanted to click. Then do vokeys-f5 to see where the mouse is. If
it isn't on the item (in your example it was probably on the apple menu
instead) do vokeys-command-f5 to move the mouse to where the voiceover
cursor is. Then I recommend again doing vokeys-f5 again to check whether
the mouse has indeed moved.
Another note: you still have to line up the mouse but my preferred
alternative is to enable mouse-keys so that you can just press the 5 key
of the numeric keypad, or in the case of a laptop, you hold down the fn
key and press the key for the letter i twice quickly; I find this easier
than doing vokeys-shift-space quickly twice. However, you have to either
turn mousekeys on in Universal Access or check the checkbox there so you
can toggle it on and off with the option key pressed five times quickly.
This is a side issue, so if you don't know about mousekeys yet or don't
want to get distracted by going down that trail right now, just stick with
the vokeys-shift-space twice quickly but make sure your mouse is lined up
before you do it.
