You can find them there too, but I believe if you want to add sounds for customizing Mail and such, you need to put them in the user library sounds folder. I recall from my early experimenting that one could not get apps to see the added sounds unless they were put there. The default sounds that come with the Mac can be found in the system/libarary/sounds folder.
