Well, maybe you don't have to do it after the first time, but at least in my mail prefs, there was initially a "move to" action and a "copy to" action, each having an add action and delete action next to it. Yes, I just checked and once I delete an action, it doesn't show when I add new rules but I could get it back with "add action". Another neat thing is that if you go to add a rule with a message selected, the edit fields for criteria show the info for the part of the message relevant to where you have the pop-up so you can select what you want from the pop-up and either leave or edit the information in the text field.
