Yup, that does the same thing pretty much it just doesn't bring up another window. Basically it allows you to copy text that Voice Over has spoken like a dialog box that can't be cut and allows you to press that key combo and then press command C to cut it and then you can paste it just like in Windows. Basically if VO can read it you can cut it.
