you have to hold down command as you tab. if you have an app open that has several windows in it, use command-accent to move among them.

If I understand correctly, I should be able to use command plus tab to move between open applications. When I do this, the focus goes to the finder and stops there. What am I doing wrong? I'm aware of using VO F1 to select open applications.
