I cannot confirm this, all items speak and all items are labeled for me.

OK, sorry to belabor this.

I am now sitting at the mac at work. Here's what I have to do to get to the
"enable VoiceOver at login" setting:

1. goto system prefs
2. goto the accounts page
3. enable editing by clicking the lock (item chooser works for this)
4. use item chooser or tab to find the "add user" button
5. shift+tab once from here and you will be on an unlabeled control (i.e.
VoiceOver will not say anything when you shift+tab)
6. using regular arrow keys (not voKeys+arrow), press downArrow a bunch of
times (again no feedback)
7. now tab or item choose till you find the "enable VoiceOver at login"
checkbox

Can people confirm this? If so, I'll go ahead and send bugmail to Apple.
