I don't know of an app for the ipod touch that uses a gps receiver.

The Iphone has great accessible gps built-in but it is not as blindness 
oriented as mobile geo or some of the other products especially built for the 
blind.  You can though turn on location services and when you are moving, plot 
where you are and also get directions to a place and get a list of things near 
by.  There is an app called around me which is pretty good and you can download 
it from the ap store.
