Are you referring to going to "bill pay" after you've signed in, filling in payments, and then trying to complete them? If so, I no longer see a "make payments" exactly; rather, it says something about "schedule payments"; there's more to it but that's what I can remember. the link right before that one is one to get the subtotals without making the payments--not exact wording but subtotals is there. At any rate, I just scheduled another payment and hit enter on the "schedule payments" link and had no problem. The only things I can think of are: something unique to your BOA account, something in particular happening with your computer or installation of safari, or something not lined up on the link so the right link isn't being activated, or I'm not looking at the place where you are having the problem. I admit all of those are probably longshots but I can't come up with anything else at the moment. It doesn't appear to be an accessibility problem with the website per se, unless certain conditions, as yet undefined, have o be present to make the problem occur. I'm sure this doesn't help mch--sorry!!! If I think of anything else I'll post it.
