You double tap and hold on the app you want to move, then move it until it is resting on another app you want to put into the same folder. The folder will then be created for you, with a text field with the folder name in it. You can keep the name or double tap the text field and change the folder name to whatever you want. To add any additional apps to that folder, repeat the process only move the app until it is on the folder and it will be placed into the folder automatically.
