It means that if a text message or other alert comes in while your phone is
locked, it is read immediately when the lock screen comes up, a feature I
personally detest, as it basically destroys any semblance of privacy.
Fortunately, there is a switch in the VoiceOver settings to turn this off, in
which case only the time and a notice of how many nofications are waiting for
you to read is announced.
