Use the IPhone app to create your account. If nothing else, get someone with an IPhone to help/let you create the account then remove the app, if they don't want it. If nothing else last resort, find an Android phone, and create the account. Yes, it's $9.95 per month, but you also can do quarterly, bianually, anually, or lifetime. Lifetime is like $500 though, so be ware.
Yes, you do get free online access if you have a radio. You simply activate your online account from the website or app and enter your radio ID which you should get via e-mail when you first get your radio.
