Perhaps, but only to the extent that movement between the moderate and fundamentalist groups is halted. If, as I feel is likely, the movement between groups is impacted by the way the west conducts itself, then it follows that the way the fundamentalists are halted will effect the subsequent growth of that group. In summary, the west might be creating more enemies than it is killing.
And I think this is the point Phil might be referring to: if the west lowers its standards in dealing with the fundamentalists then it will be delaying, or possibly denying, the possibility of bringing a halt to the fight.
