but I agree they can never be the only solution.  A strong Health and
Safety Executive (ours is well-intentioned but understaffed and
lacking in political clout), tort suits with hefty damages allied to
prosecution of employers who break the law, will have some effect...

it was cheaper to move than pay decent wages.  Now

I once taught a very OK Mexican lawyer who might be able to help you
out... he speaks and writes English like an angel (French, too, his
wife's French), and he won't call you deportee
