Texas is in the Southwest United States where I live.  I've been there, have
you?  It's no difference than San Jacinto.  I could move to Texas or a Texan
could move to San Jacinto and fit right in.  Now if you want to argue that
neither Texas nor San Jacinto represents an example of a high-point of
civilization - say, with Clive Bell's Civilization in mind - I wouldn't
argue with you, but I believe Diana West is making a different point.
Though neither Texas nor San Jacinto measure up in Clive Bell's terms,
neither is barbarous in Diana West's terms.
