George Bush would simply shrug and say, "Well, there
you have it. It was the will of the people", and go off to make his
congratulatory phone call?

Seeking to justify interdiction of the new Amin regime, Bush is forced
to dissect the differences between "the will of the people" and "the
REAL will of the people" and "the REAL will of a free people."
Thoughtful people debate his intentions. But to Bush himself there is no
question of intention. Just words before clobbering time.
