essays were handed in at the end of a course (a one-term course, anyway)
and were the kind of formal requirement many students saw through... they
couldn't be used for teaching, really.

emphasis on 'good'!  The London Boards comprised all
tenured faculty members (in theory, anyway) and so had
massive power but exercised it fairly.

your suggested reading's too lenient....

I'd always assumed the TQA things would assess *teaching*, yes well...

I like your President's idea (of an expansion of your idea) but suspect the
method's
subject-dependent.
