Same number for EU on average is 8.3 for EU-15 (in practice Western Europe, Eastern European emissions are lower), and about 20 for USA. (2003 figures.) Up here in north, Finland 12, Sweden 6, Norway 14, Denmark 9. Portuges also get about one third of their electricity from hydropower, have a nice mild climate, and not much heavy industry... So yes the 45% target doesn't seem unrealistic.
