My guess is that the design is not right for the ballast.
???????
The design of what? I've never heard of such -- assuming there's no dimmer
instead of switch for the light -- I can't imagine any problem with
compatibility. The problem could be in the socket (not making good contact)
or the fluorescent is a dud.
