What's disgusting about it is the official connection, yes. That's different than the 'employment sector' of the participants. I can understand, as I say, if individuals (whether they're employed by the city or not) and their families or even their whole neighbourhoods party their hearts out. But for the city fathers to plan an official celebration (with commemorative t-shirts, yet) of someone's death is despicable, yes. If he has to party, the mayor should party unofficially.
