[lit-ideas] Justice Dept's definition of "torture"

At first I wondered whether this had something to do with Ashcroft's  
departure.  Then I realized it's very close to the confirmation hearings  for 
Gonzalez, who drafted the 2002 bill narrowing the definition of "torture"  
hugely.  
When Senate grills him on this bill, he can now say......
