Phil is not the one who believes that 'what works is the truth.' He is trying to point out (via the earlie example of Bush's success), that if you believe that what works is 'true' (or that 'truth is what works'), you must believe that Bush's policies express the truth, somehow. Clearly, you don't believe that, but to be at least mildly consistent, you might want to show what happened between the first statement quoted above, and the attempt to disown it in the second.
