I think he said he "took responsibility" for the mess.  It was a  response to 
the 39% poll thing.  A commentator I don't recall just now  observed that the 
Bush team is incredibly poor at action, but very very strong  in public 
relations.  I guess they're pulling out all the stops.  Not  that he's up for 
re-election, but he does want his buddies to carry on....

I heard yesterday that Bush accepted responsibility for  the
non-responsiveness to Katrina.  Such a nice man that Bush.  I  was busy all
day today, missed the news completely.  He actually  apologized?  If he did,
it's just for show.  If you look close,  you'll see he had his fingers
crossed the whole time.  Now everybody is  going to get that warm fuzzy
about Fearless Leader, and his ratings will go  up.  That's all he cares
about, not the  country.
