Estonians for example already have pulled the troops, and explicitly consider the debt paid. Poland too will follow soon I believe. Terrorism just does not register as a concern in the east, as far as security issues are considered it is all about Russia. Security on the whole is not the pressing issue in Latvia for example, economy, jobs, and corruption are. They do not have the luxury of getting all worked up about distinct threats. And I doubt that at the end of the day they give a damn about war on terror, and as such who they prefer to lead such a fight is a moot point.
