metaphorically or did the Roman concept allowed for such Churchillian  
magnificence? In 
Latin, 'finus' is "thin" -- of 'little importance'. So 'fine  hour' lasting 
3 long years hardly qualifes as fina, never mind  finissima.
 
In Roman, 'the' is otiose, "FINISSIMA HORA".
