Here I think it works the other way round: children can opt out of
morning assembly and RE lessons (either because they're religious -- and
the children are atheists -- or because they're e.g. Christian and the
children are not). The normal way of doing this is for the parent/s to
write a letter to the head teacher.  At my grammar school, 2 atheists
withdrew from morning assembly.
