Ouch, that sounds absolutely awful. I wonder if there are any Lega-Aid
type services for this kind of problem. A real tangent, I know, but
here in Japan, for example, there is the Shinagawa Tenants Association
(Shinagawa is a subdivision of Tokyo), which intervenes on behalf of
tenants who have trouble with landlords.
