It was, is, simply 'Mr Kipling...makes exceedingly good cakes'. Otherwise
what would go before the payoff - 'Mr.Kipling may be a paed who entices
children with his tray of goodies but...'?

Which reminds me, when I was a child it was commonly thought, nay common
knowledge, that 'Captain Birdseye' was a complete paed. 

But not only was paedophilia then rife on the small-screen but also
apparently bestiality..
