Iran Maoists: =93Overthrow the Islamic Republic, confront US aggression=94=
=20
28 March 2005. A World to Win News Service. The following is an abridged a=
rticle from the March issue (no. 21) of Haghighat, the publication of the C=
ommunist Party of Iran (Marxist-Leninist-Maoist). Recently George Bush and =
his secretary of state announced that military operations against Iran are =
not on the agenda. But the US has started carrying out secret military oper=
ations inside Iran=92s borders. What are the US aims in Iran? How will it a=
pply its plan? And what is to be done?
The US seeks direct control of the political situation in Iran and uncondi=
tional access to its resources and the labour of its people. The US has no =
intention to free the people of Iran, or develop Iran=92s economy, or creat=
e a federal government for the Kurds, or ensure the equality of men and wom=
en, or end imprisonment and torture, or ensure freedom of the press and the=
media. None of these are part of the US aims and policies in Iran. These c=
laims are just a bunch of lies, propaganda to justify intervention.
In order to legitimise its intervention, the US pretends that its purpose =
in seeking =93regime change=94 in Iran is to bring democracy. No intelligen=
t person can believe that after establishing its control in Iraq the US wou=
ld allow a democratic system. This is not possible and history has never wi=
tnessed such a thing. [Editor=92s note: Here what is meant is not just the =
form of elections but truly liberating the people. Nevertheless, keep in mi=
nd that the US overthrew Iran=92s only elected government, in 1953.]
The US plan for regime change in Iran has three dimensions: Full-scale mil=
itary operations, secret commando operations and political operations. The =
US may not fully implement all three aspects at once, but in any case all a=
re part of an overall plan.
Full-scale military aggression
In October 2004 George Bush approved the Pentagon=92s military plan agains=
t Iran. Implementation is due to begin this coming summer, according to Sc=
ott Ritter, an ex-US Marines officer and former senior UN weapons inspector=
in Iraq. In a 19 February speech in Washington, he said that according to =
secret information given to him by a reliable source within the US governme=
nt, Bush has approved military operations in Iran beginning in June! That d=
oesn=92t mean that this operation will necessarily take place then, but whe=
n military planners put forward a date, even tentatively, this is serious!

Seymour Hersh, a well-known and influential journalist, has published a com=
prehensive report of US military aims and operations in Iran. The report is=
based on information that he received from a former US high-ranking securi=
ty official. Hersh wrote in The New Yorker magazine (January 2005) that the=
official told him, =93This is a war against terrorism, and Iraq is just on=
e campaign. The Bush Administration is looking at this [the Middle East] as=
a huge war zone.=94 Hersh reports that the Pentagon has made changes in it=
s previous master military plan against Iran because with the occupation of=
Afghanistan and Iraq the military geography of the Middle East has changed=
. The US can now use these countries and its new military bases in the Cent=
ral Asian republics as well as its naval bases and armada of ships statione=
d in the Gulf to mount a broad military assault against Iran. Some analysts=
say the US may launch only part of this attack and invade only part of sou=
thern Iran. For this it
would use the massive naval power it assembled in the Gulf during the inva=
sion of Iraq, which was mainly on standby at that time.=20
Secret operations
How much of this broad plan will be put into action and when is not clear =
yet. But the US has already begun secret operations. American and Israeli c=
ommando teams have crossed into Iran in order to =93prepare the battlefield=
=94, as they put it. Hersh writes, =93The President has signed=85 orders au=
thorising secret commando groups and other Special Forces units to conduct =
covert operations against suspected terrorist targets in as many as ten nat=
ions in the Middle East and South Asia.=94 He continues, =93The Administra=
tion has been conducting secret reconnaissance missions inside Iran at leas=
t since last summer. Much of the focus is on the accumulation of intelligen=
ce and targeting information on Iranian nuclear, chemical, and missile site=
s=85 The goal is to identify and isolate three dozen, and perhaps more, suc=
h targets that could be destroyed by precision strikes and short-term comma=
ndo raids.=94
Hersh says that a government consultant with close ties to the Pentagon tol=
d him, =93The civilians in the Pentagon want to go into Iran and destroy as=
much of the military infrastructure as possible.=94 A former high-level in=
telligence official told Hersh, =93It=92s not if we=92re going to do anythi=
ng against Iran. They=92re doing it.=94=20
Hersh writes that these operations are being carried out in close cooperati=
on with US and Pakistani special task forces using the Afghanistan border t=
o penetrate into Iran. There is also close cooperation between US and Israe=
lis forces. The officials Hersh spoke to for this article kept that a secre=
t, but Hersh has detailed Israeli commando operations in Kurdistan in a pre=
vious New Yorker article.=20=20
The greater part of these secret operations involves setting up =93operatio=
nal teams=94 in the =93target=94 countries. It is crucial for revolutionari=
es to know about this aspect of US plans. These teams are to consist of loc=
al forces carrying out operations under the supervision of US officers. Par=
t of their task is to carry out assassinations, including of opposition fig=
ures. Explaining who and what kind of people are forming these teams, a for=
mer high-level intelligence official told Hersh: =93The new rules will enab=
le the Special Forces community to set up what it calls =91action teams=92 =
in the target countries overseas which can be used to find and eliminate te=
rrorist organisations. Do you remember the right-wing execution squads in =
El Salvador? =85We founded them and we financed them=85 The objective now i=
s to recruit locals in any area we want. =85We=92re going to be riding with=
the bad boys.=94
This is the nature of the kind of =93freedom=94 and =93democracy=94 the US =
wants to bestow on the =93target=94 countries. Death squads plus ballot box=
es! The Iranian people have already experienced this kind of =93democracy=
=94 for 26 years!
Political operations
Three years ago Bush labelled Iran, Iraq and North Korea the =93axis of evi=
l=94. Since then the US has been politically preparing for direct military =
and political intervention in Iran. An important part of these preparations=
is to divide the Islamic Republic and win over part of the regime=92s memb=
ers, along with some of the opposition forces within the Islamic Republic, =
and unite them with monarchist elements, paving the way for military, secur=
ity and political cooperation between these forces and the Pentagon. Even t=
he Mujaheddin Khalq Organisation is part of this whole operation, despite t=
he fact that the US has put them on its so-called terrorist list.=20=20=20
The US=92s political operations are meant to pursue two aims simultaneously=
: to destabilise the Islamic Republic and prepare the regime that they want=
to replace it with.
According to some US news sources, discussions are still going on within va=
rious US ruling class circles about the extent of this =93regime change=94 =
and the methods to bring it about. An example of these discussions is the p=
lan recently published by the =93Committee on the Present Danger=94.
This committee consists of some influential Republicans. Its co-chairman is=
George Shultz, Secretary of State during the Reagan years. Shultz=92s son =
is a business partner of Mohsen Rafsanjani [the son of Akbar Rafsanjani, th=
e influential Iranian Mullah and ex-president of Iran] and has close relati=
ons with the Rafsanjani family. The plan of this =93committee=94 calls for =
the removal of the Islamic Republic=92s =93Supreme Leader=94 Ali Khamenei =
[Ayatollah Khomeini=92s successor]. The authors of this document say that b=
y implementing this plan perhaps they can remove Khamenei peacefully and =
=93democratise=94 Iran just like Indonesia and Chile [two countries where t=
he US overthrew elected governments and instituted fascist military dictato=
rships]. This document targets Khamenei and his supporters and promises pro=
tection to the other Islamic Republic leaders. It says, =93Supreme leader =
Ali Khamenei is a fundamental threat to peace, for all signs point to his d=
etermination to develop the nuclear weapon=85 a
number of strategies can be put in place quickly to build pressure to both=
reduce the threat and to promote democratic changes in Iran.=94 The author=
s suggest that the US take these measures: 1) Give Khamenei an ultimatum to=
suspend Iran=92s nuclear activities, and if these activities continue, des=
troy its nuclear facilities. 2) Support certain opposition forces and =93de=
mocrats=94 in removing Khamenei and make it clear that these people are the=
US=92s new chosen partners. 3) NGOs are to be told to start activity in Ir=
an, and US private and governmental human rights organisations are to be to=
ld to make Iran a budgetary priority. 4) The US embassy in Tehran should be=
reopened to facilitate moving ahead with this plan.
This is one of the plans. Perhaps there are others, too. In any case the US=
aim is to monopolise control over political developments in Iran and keep =
the initiative in their own hands. Clearly the US believes that the Islamic=
Republic of Iran is on the verge of being overthrown. The US wants to make=
itself the head and the architect of whatever =93regime change=94 occurs i=
n Iran. The purpose is, first of all, to prevent the development of the pe=
ople=92s forces, and, secondly, to enforce its will and strengthen its forc=
es by selecting and bringing together certain factions of the Islamic Repub=
lic and monarchists and opposition forces. The main goal of all this is to =
ensure the US=92s unrestricted military presence under any future Iranian g=
overnment.
What is to be done?
The Islamic Republic of Iran should be overthrown as soon as possible by th=
e forces of the people, and US aggression and intervention must be confront=
ed. This general orientation should guide the activities of the left partie=
s and organisations, progressive intellectuals and workers, and the mass mo=
vements of students and women.
The US is the most powerful country in the world but it faces deadly danger=
s with each step it takes. The Iranian regime is on the verge of being topp=
led but that doesn=92t mean that the system that produced the Islamic Repub=
lic would be overthrown.
The blood-sucking and exploiting nature of US imperialism is not unknown to=
the communists and a large section of people and freedom-loving organisati=
ons and parties. We have the experience of the hijacking of the 1979 revolu=
tion [when the US decided to back Khomeini rather than risk a revolutionary=
outcome after the American-backed Shah was overthrown]. It is clear that U=
S imperialism is working hand in hand with new and old reactionaries, tryin=
g to impose a caricature of changes instead of real changes, and to prevent=
the birth of a real revolution that would bring about fundamental politica=
l and economic changes. A hard and complex struggle is ahead of us. The mas=
ses of people with their aspirations, and through the efforts of their comm=
unist vanguard, along with all freedom-loving people, must be the initiator=
s and organisers of the overthrow of the Islamic Republic regime, smashing =
its organs of power and its military and security organs. No imperialist po=
wer can be allowed to
dictate the degree, measure and depth of change in Iranian society so as t=
o mislead the people=92s movement along the path it wants. It is up to the =
militant forces to organise =96 at a highly accelerated pace =96 mass move=
ments of the workers, students, women and oppressed nationalities with clea=
r anti-reactionary and anti-imperialist positions, so that the people them=
selves can overthrow the Islamic Republic and confront US plans.
With its own hands American imperialism has created a huge crisis and rift =
within the state structures of the Middle Eastern countries. It is not at a=
ll clear that the US will be able to reap the results for its own interests=
. A new chapter of class struggle has started in Iran. There is a long way =
to go before we can reach the conclusion, and it is not clear which class w=
ill write it. But the working class and the peoples of Iran under the leade=
rship of their communist vanguard face great opportunities to write this co=
nclusion themselves. We must dare to seize this opportunity.
